Methodology

The 2020 index consists of the core Company Index, which ranks the world’s 15 largest tobacco companies on their relative progress in supporting harm reduction, and supplementary Country Fact Sheets that profile policy and related conditions across 36 markets.



Company Index

The Company Index provides both quantitative and qualitative evidence of how companies are addressing tobacco harm reduction. Specific topics and indicators were developed through extensive research and following a robust multi-stakeholder consultation process.

Each technical category will be evaluated through the lens of the following strategic attributes:

Commitment
The extent to which the company has incorporated the goal of industry transformation toward harm reduction into its vision and strategy, its internal policies and codes of conduct, and its public stance and subsequent action. While commitment does not guarantee performance, the premise is that commitment is a necessary building block and potential leading indicator of future performance.

Performance
The company’s measurable progress in transitioning away from combustible and other high-risk tobacco products, and its performance and investments associated with reduced-risk alternatives.

Transparency
The company’s disclosure of information necessary for stakeholders to effectively monitor and evaluate its commitment and performance. Although the Index actively encourages transparency on the part of companies, it is careful to separate transparency from performance in its scoring methodology.

Country Fact Sheets


The Country Fact Sheets describe relevant policies and conditions across 36 countries, including detailed insight on regulations, industry prevalence and structure, and impacts on society across all nicotine product types available in the market.

The objective of the Country Fact Sheets is to provide context for the Company Index by highlighting the regulatory, socioeconomic, and competitive frameworks within which tobacco companies operate.

Combined, the 36 countries covered represent approximately 85% of current global sales and consumption of tobacco products. The selected countries include the global top 20 for smoking prevalence and the global top 20 for total number of smokers. Additional countries were selected to represent regional variations and a mix of income levels, so that meaningful comparisons can be made.

The design of the Country Fact Sheets builds on an extensive literature review and other initiatives tracking tobacco control activities of various countries, including the WHO MPOWER Framework, the Global State of Tobacco Harm Reduction, and Tobacco Control Laws.
