The Index provides both quantitative and qualitative evidence of how companies are addressing tobacco harm reduction. Specific topics and indicators were developed through extensive research and following a robust multi-stakeholder consultation process.
The Index relies on extensive engagement with non-industry stakeholders. Through a separate process, the Index Research Partner approached the companies to ensure they are informed about the Index program, consider their feedback on proposed indicators, and invite them to share data to be evaluated by the Index.
Stakeholder engagement is essential for establishing a robust, credible, and effective index.
The relative risk assessment is based on a systematic review of scientific studies of the health risk associated with nicotine products and is used by the Index to evaluate companies’ offers and sales weighted by relative risk.
